Speech by H.E. Mr. Ivan HNATYSHYN, Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Moldova on the occasion of the Independence Day of Ukraine (2017)
Dear Sir Prime-Minister,
Your Excellencies Ambassadors,
Welcome, everybody who is not indifferent to Ukraine!
I would like to speak about economic and IT development, space exploration, resolution of ecological and demographical problems, not about the war.
But Ukraine appeared under brutal force and total neglect of the generally accepted norms and principles of international law and morality.
Ukrainian Crimea is occupied.
Donbas is in the fire under never-ending bombardments.
The country suffers from a comprehensive hybrid war unleashed by Russia.
Security guarantees, friendly relations and mutually beneficial cooperation, respect for sovereignty and territorial integrity were trampled.
Peaceful initiatives are blocked by Moscow: there is neither cease-fire nor comprehensive exchange of captured persons.
For effective resistance to the aggressor, we must become strong in military and economic terms.
For the three years, Ukraine has built up Armed Forces of over 120 thousand personnel; has been successfully restoring defense industry; has made dozens of newest weapons. The military gained over 16 thousands new and modernized units of arms and equipment.
Ukraine's course towards the NATO full Membership has been defined as a priority of the foreign policy. The Alliance military standards are being introduced. The Armed Forces become professional.
However, we consider political and diplomatic path to be the main means to end the war and liberate the occupied territories. This requires the unity of the whole world and solidarity with us.
We are grateful to leading countries for political support, introduction of the new sanctions and prolongation of the imposed ones against the aggressor.
In April the International Court of Justice recognized its jurisdiction in the case brought by Ukraine over the Russian Federation.
Kremlin's propagandists keep lying around the world about the alleged 'absence' of Russian troops and weapons in Ukraine. Unfortunately, they are quite successful, and the set of methods and means of information warfare is limited only by the imagination and cynicism of the performers.
Not everyone realizes the fact that hostilities are being conducted on the European continent, and Russia's hybrid aggression is a threat and challenge for the entire civilized world.
At the same time, the Ukrainian leadership clearly understands that, in addition to a successful resistance to the external aggressor, implementation of internal system reforms and strengthening of economic potential are the essential components of strengthening independence and sovereignty of the state.
Ukraine is among the nine countries with a full technological cycle of development and production of aircraft, the top five manufacturers of space rocket carriers; is one of the leading IT-hubs in the world.
We have adapted the legislative framework to the European standards. We completed an institutional foundation and go on fighting corruption. We introduce judicial reform.
Recognition of the success of internal reforms is granting Ukrainians visa free travel to the Schengen area countries, and finalizing ratification of the EU-Ukraine Association Agreement.
Dear Ladies and Gentlemen!
Ukrainian people are grateful to the people, Parliament and Government of the Republic of Moldova for supporting sovereignty and territorial integrity of Ukraine.
For its part, Ukraine supports the sovereignty and territorial integrity of Moldova, as well as demands for the withdrawal of Russian troops and weapons from its territory, the transforming of a military peacekeeping operation into a civilian international peacekeeping mission.
We are interested our neighbor and a reliable international partner - the Republic of Moldova – to be stable and safe.
The proof of this is the intensification of interaction in regional security and cooperation in all spheres.
Earlier this year the joint border and customs control was introduced at the Transnistrian section of Ukrainian-Moldovan border.
The bilateral trade volume in the first half of this year increased by more than 30%.
In our short term plans - completion of the demarcation of the Ukrainian-Moldovan border, launch of road traffic on Bronnytsa-Unguri bridge, reopening of the traffic on Berezine-Basarabeasca railway section, designing and, in a while, construction of Iampil-Cosauti bridge.
I am sure that our two peoples deserve, and will have prosperous European future.
Thank you for being with us!
